The Golden Gate Area Master Plan has protected the Estates vision for years. Now an unproven organization wants to permanently amend it to allow a high-density subdivision on Estates land — and our community is the one that pays the price.

The applicant, Collier County Community Land Trust, has filed two petitions requesting the county amend the Golden Gate Area Master Plan and create a brand-new “Gateway Housing Subdistrict” that does not exist today. One CCPC member called the Master Plan “sacrosanct.”
They want to increase density by 19 times — from less than 0.5 units per acre to 8.6 — to build 36 apartment units on a single Estates lot at Golden Gate Parkway and 60th/62nd Street SW.

In their own words, this is a pilot project. The applicant organization has never built or managed a project like this. Zero units delivered. Zero employees. Zero track record.
But once the Master Plan is rewritten and the zoning is changed, that change is permanent. The 30-year commitment is just the minimum to qualify for affordable housing funds — the disruption to our neighborhood lasts forever.
Why does their experiment require permanently rewriting the Master Plan? There are existing multi-family sites across Collier County where they could test their model. Instead, they chose ours.
The Precedent Is the Real Danger
This isn’t just about 36 units. Every Growth Management Plan amendment that gets approved in the Estates makes the next one easier. If this goes through, the message to every developer in Southwest Florida is clear: the Estates designation is negotiable, and density limits are just numbers to be overridden.
The Master Plan exists for a reason. It sets the legal framework every homeowner relied on when they bought their property. Maximum density: 1 home per 2.25 acres. No organization should get to override it — especially one with no track record, no completed projects, and no employees.
